‘DECISION POINTS,’’ by George W. Bush, is a serious memoir, and in some ways a magnanimous one. That’s in keeping with Bush’s determination, as a former president, to refrain from criticizing his successor. Bush may seem, to some, an unlikely candidate for the high road. But there was always a side to him that wanted, and even tried to be, a conciliator — before events, some of his own making, drove him in a different direction. Now, while Democrats and Republicans prepare for a new alignment on Capitol Hill, Bush embodies the hope that the fierce anger that often infects American politics can abate over time.
